This article presents the International Federated Emergency Ground Segment concept as a resilient global-regional-national architecture for cross-network interoperability, secure crisis coordination and emergency failover across satellite ground infrastructures.
The core proposition is not one global controller of all ground stations, but a federated structure in which sovereign national nodes retain authority, regional brokers coordinate capacity, and a global layer exchanges only the minimum trusted metadata required for emergency interoperability.
The article addresses cross-network ground-segment interoperability, autonomous but bounded failover, secure access to data sources, cyber resilience, operational governance and modular coordination between global, regional and national actors. Below, only the first two manuscript pages are shown as preview.
